After all the storage and pumping equipment had been placed on the foundation, the spill containment "berm" was completed by gluing the fabric over a raised lip along the perimeter of the foundation. This containment is designed to catch minor spills from hoses or valves. The storage tank itself is double-walled, a tank within a tank.
